You can visit Starbase, Texas, but SpaceX runs no public tours there and no visitor center exists. State Highway 4 is a public road: when it is open you can drive past the Starfactory and the launch towers to Boca Chica Beach, the closest the public can legally get to Starship. The City of Starbase closes the road and the beach for launches and testing.
